Dear Phil and Tammy,
By now, you’ve heard about the vast horde New Jerseyans which descended on Trenton on 12/12/19 to defend our religious rights and our vaccine exemptions by opposing S2173 during the Senate Health Committee meeting. [Note: followed by the biggest protests the state has ever seen on 12/16 and on 1/13/20] Thousands of parents’ hearts are breaking across your state as we’ve been told to anticipate this bill’s arrival to your desk next week. We have not been passive. We have been working so hard, pulling together, making phone calls, sending faxes and letters, consulting with experts, and holding meetings. Perhaps you feel the collective panic and desperation? The Garden State is not celebrating democracy in action today. We are sitting with the bone deep truth that our work does not matter, that showing up to “hearings” that limit our participation and self-expression are a waste of time because we are, despite our numbers and our efforts, being disregarded as our rights are taken away. Please tell us that we are wrong.
Religious parents are in a Catch-22. Lawmakers have told us that this bill isn’t about religion — they wouldn’t take away our rights for nothing — it’s about measles. Yet, when we bring evidence and experts to address vaccine science, herd immunity, and epidemiology, we are told this is proof that we are not religious. What is the way forward to dialogue and compromise, not coercion? This is no small matter that thousands of your people are rising up against this bill.
You will hear that S2173 will protect New Jersey against measles and so, for the greater good, you must do this abominable thing that no one wants to do — to weaken religion, religious rights, and the integrity of the First Amendment and the New Jersey Constitution. I am writing to tell you that passage of S2173 (and its companion bill A3818) will not put even the tiniest dent in our ability to stop measles. It will, however, unleash a cascade of unintended consequences that will be exceptionally challenging to address and that you will not be proud to have facilitated. I implore you to veto this bill with the objective to study this more closely and to engage with your people.
#1: S2173 will not prevent measles
Just 2.6% of NJ children take a religious exemption and not all are fully unvaccinated because some religious tenets do not apply to all vaccines. If lawmakers truly care about preventing measles, you would not be scapegoating religious children. You would be forcefully taking other steps. Why do I say this?
THE MEASLES VACCINE ISN’T WORKING
By the CDC’s own admission, the MMR vaccine is not effective in 22% of recipients for mumps, 7% for measles, and 3% for rubella. A second required dose for millions of children improves seroconversion (titers) only slightly while forcing society to absorb the unnecessary expense and exposing all children to the risks of a second dose. Most significantly, the persistent 2+ dose failure rate exceeds the numbers of children taking an exemption.
PubMed reveals that the measles vaccine failure rate is much higher than the 7% reported by the CDC. There’s substantial and documented vaccine failure in vaccinated individuals including in fully vaccinated school communities. It’s often called waning immunity although it’s not always possible to ascertain whether the vaccine initially worked. Some of the many dozens (hundreds?) of studies are here and here and here and here and here and here. Recent peer-reviewed research affirms an even higher failure rate of the measles vaccine. This 2016 JAMA paper says 41% of the 970 measles cases with vaccination data were vaccinated. In this 2018 study, 20% of the 232 laboratory-confirmed measles cases in California between 2000 and 2015 were vaccinated (over half received 2+ doses).
It’s not good news:
The CDC now tells public health officials to “maintain a high index of suspicion for measles, even in vaccinated patients.”
Vaccine failure is not a secret. Merck’s MMR vaccine has been known to be failing for more than a decade. Merck has been embroiled in litigation about this failing vaccine since 2012.
If you sign this bill into law, you will be blaming vaccine failure on a failure to vaccinate, you will be blaming religious families, and you will be wrong.
DUE TO VACCINE FAILURE, THE VACCINATED ARE SPREADING MEASLES, TOO
The press keeps repeating that “the unvaccinated spread disease.” This is repeated so often that many have come to believe that there’s something inherently filthy and pestilential in unvaccinated people. Do we need to say the obvious? People with measles can spread measles, regardless of vaccination status. Increased vaccine failure means that a surprisingly large percentage of people who contract measles have been vaccinated. If you’re vaccinated and you catch measles, you do not possess magic fairy powers — you can still spread measles.
Since the vast majority, almost 92% of children, receive at least one dose of measles containing vaccine and most receive two doses. Whether the failure rate of the measles vaccine is 7% or 12% or 20% or 41%, it is already a massive issue and it’s growing. We’re talking about millions of vaccinated children whose parents and schools think they’re protected. These children will not be kept home during an outbreak. These legions of vaccine failure children possess the same immune status as the tiny numbers of the unvaccinated because the vaccine did not work.
SELECTIVE SCAPEGOATING WILL NOT PROTECT THE IMMUNE-COMPROMISED
Children with a religious exemption do not threaten immune-compromised children any more than do students in whom the vaccine failed, and less than the recently vaccinated. It is discriminatory to single out religious children, which, by definition, does not provide them equal protection under the law.
WHAT ABOUT THE REAL HERD IMMUNITY THAT ISN’T BEING DISCUSSED?
Lawmakers who are determined to prevent measles outbreaks would listen to researchers who understand that the shocking and documented ineffectiveness of the MMR vaccine has been camouflaged by the gradual and inexorable erosion of true herd immunity. The numbers of people who had measles as children and subsequently earned lifelong plus societally protective immunity decline every year because they are passing away:
They were the last generations who did not receive the measles vaccine that was introduced in 1963. As our grandparents and parents die, they take more than a piece of our hearts with them. They take our biological inheritance, earned over generations, that protected babies, teens, and adults. The measles vaccine destroyed this profoundly protective human adaptation. We no longer allow children to be vulnerable to measles in childhood precisely during the window that the disease poses the least risk. So they don’t grow up to be adults with lifelong immunity. Girls don’t grow up to be mothers who pass robust passive immunity to their babies. And so now, infants, teens, and adults are not protected. We are much less safe against measles in 2019 than we were a half century ago.
The ecological equilibrium has been destroyed — and measles, as was predicted, is returning to become a disease of vaccinated persons at rates that will exceed the prevaccine era. If lawmakers want to prevent measles, they would be demanding real solutions that acknowledge and address the documented and growing failure of an increasingly ineffective vaccine.
SO, WHAT CAN BE DONE?
Vaccines are not perfect. They work for some and not for all and we don’t know why. They offer temporary immunity, which wanes over time so it’s not a “once and done” proposition. They cause catastrophic injury and even death to some — we aren’t currently able to identify who’s susceptible in advance — so the feds “apologize” with a vaccine injury compensation program. Vaccine makers know the very real risks. It’s why they obtained liability protection. Some want their children to get measles so they will benefit from lifelong immunity. Some want vaccines because they are terrified to get measles. Some don’t want certain or all vaccines because vaccination conflicts with the dictates of their religious beliefs, conscience, or morals. One thing is for sure: This is something that cannot be legislated. There’s only one path. People must have the right to make their own health care decisions.
As you know, in June, I shared a detailed 65 page measles briefing report with you, your Commissioners of Health and Education, and my three legislators. Constituents in every legislative district wrote to 120 legislators in all 40 districts, enclosing this urgent bulletin and requesting meetings. We reached so many lawmakers that Senate President Sweeney had to reseat three members of the Senate Health Committee who were voting no to S2173. He had such difficulty that he actually put himself on the committee to brute force the bill through by the skin of its teeth, 6 to 4.
Is this the way to respond to constituents who have taken the time and care to work with their elected officials?
It’s time to host a legislative roundtable to discuss the peer-reviewed literature documented in this report. Before you take away our rights, you owe New Jersey parents the opportunity to bring our experts and engage in a real discussion to address very real and complex concerns.
#2: S2173 will not keep children in school
S2173 IS A “KEEP CHILDREN OUT OF SCHOOL” BILL
The test for school attendance is not immunity. We balk at the cost of titer testing and say nothing about the millions of unnecessary second vaccine doses? This makes profits for vaccine manufacturers but doesn’t make sense for society or children. And what do we do about the children who never respond? Is the answer always another dose of a failing vaccine?
Further, it should be obvious that the elimination of exemptions does not increase community immunity. These children may not be in school but they are of course still with us… they don’t go away. How far does the State propose to go? There are 30,000 to 40,000 children (and adults) impacted by S2173 who are moving through the system, from day care and pre-K, kindergarten, elementary and secondary school to college/higher ed.
LAWMAKERS ARE BEING MISLED, MOST PARENTS WILL NOT COMPLY
Lawmakers in New York, Maine, California, and yes, New Jersey were told that these new laws will eliminate vaccine refusal and keep children in school. They heard that parents will cave in to pressure and vaccinate, like they did in California. They are wrong. The data do not bear this out. California shows slowly declining school enrollments because SB277 had a deliberately prolonged phase-in to eliminate protests:
- 100% of California students were granted a one year extension
- 100% of 8th grade and above students were permitted to graduate
- all 1st through 6th grade students were grandfathered until they reached 7th grade
Seventh graders plus new enrollments affect just 8% of all potentially affected students. And despite the above, California school enrollments are still down significantly. Enrollments outside the purview of SB277 (i.e., charter schools, homeschool) are up.
IS NEW JERSEY PREPARED FOR THE CHAOS AND DISLOCATION?
Has the Board of Education Commissioner Repollet provided his input? Before passing this bill, please ask school superintendents what will be the impact of excluding from school every student with less than 100% of all vaccine injections? Read about the impacts that other states are facing here and here:
- Opposition parent groups have become permanent fixtures at board meetings.
- Districts are scrambling to figure out how to exclude children without violating State and Federal education requirements.
- Districts are scrambling to prevent FTEs from leaving to retain numbers for funding formulas.
- Some are having to create parallel instructional paths.
- Record numbers of students are shifting to homeschooling, online, and charter programs that are outside the vaccine rule. Families are also leaving the state.
- Individual families are suing home districts to provide services.
Ask New Jersey schools if they can handle this added emotion, stress, disruption, and financial pressure.
PARENTS WHO DECLINE VACCINES DO NOT DO SO LIGHTLY
There are no casual exemptors. The medical, societal, and school pressures are monumental. Families declining vaccination are extremely committed to exemptions. Huge numbers will not comply no matter what.
EDUCATING CHILDREN IS A PARAMOUNT DUTY OF THE GOVERNMENT
The issue is not whether children should be vaccinated. It is whether the failure to have every single dose of every single vaccine on the schedule should force children to forfeit their educational right to Free and Appropriate Public Education in the US.
It sounds simple but it isn’t. Please read this. There is a legitimate discussion and negotiation regarding a balance between the twin imperatives of safety and education. It is directly on point with the vital concerns that the California chapter of the ACLU raised in its letter about state overreach.
Should a child’s education be conditioned on compliance with public health objectives? Our Educational System is at a pivotal crossroads. It will either cede its authority regarding enrollment and attendance to public health dictates or it will become an active participant in determining the extent to which it will fulfill its paramount duty to deliver on the educational right of children to remain in school while maintaining safety.
#3: S2173 will not protect vulnerable children
BEING FORCED FROM SCHOOL IS DANGEROUS TO CHILDREN
Children who are suddenly suspended or expelled for disciplinary reasons are known to be extremely vulnerable to self-harm and other risks:
Does New Jersey propose to rip children from school, including those with unknown mental status, without a process for support, monitoring, or screening? Will we acknowledge there are real risks? Isn’t there a duty to warn? Isn’t there an obligation to offer learning options for these children? How do we handle the inconvenient inconsistencies, including children with known positive Hepatitis B and HIV infections who are not denied school admission under the ADA?
One 8th grade boy in New York, prohibited from attending school, sustained grievous harm following an attempted suicide in the wake of Governor Cuomo’s decision to sign a similar bill earlier this year. Though many are/did, not all parents are in a position to homeschool or move. Perhaps this child’s deep suffering will not be completely in vain if it helps sensitize lawmakers to the unspeakably overwhelming social, economic, and psychological pressures that are increasingly placed on growing numbers of affected families.
MEDICAL EXEMPTIONS ARE INADEQUATE TO PROTECT PATIENTS
In fact, medical exemptions are going the way of the dodo bird. Doctors aren’t writing them because they know they will be targeted by state licensing boards.
Look closely at California’s new law SB276. The devil is in the details. Any doctor who writes 5 exemptions is automatically referred to the state licensing board for review and all 5 exemptions are automatically invalidated. How does a doctor decide which 4 of his or her patients are deserving of the exemption? It’s easier to simply declare, as a matter of policy and self-preservation, that none will be offered. Oh, and no doctors are permitted to charge for writing exemptions although we know full well that pediatricians and family practice doctors are already under severe financial pressure and must expedite appointments to stay afloat. In contrast, doctors who properly code the vaccines for a 2 month well visit can make $300 in 5 minutes.
By definition, if most doctors aren’t writing exemptions, then the few who do will be writing the majority of them. This isn’t about abusing the system and it is most definitely not about monetizing exemptions. It’s just simple math in a system that increasingly fails to support the physician-patient relationship while actually creating even more vulnerable children.
#4: Where is the implementation + non-discrimination plan?
This is a highly nuanced and complex issue that does not lend itself to pat answers. If New Jersey is hell bent on eliminating its sole non-medical exemption, these questions must be addressed in advance:
- This process is a kind of bullying and segregation that parents know will create the adverse childhood experiences that you seek to reduce. Will you come to the table and work with us?
- How are you proposing to phase this in so you do not damage children and their families in the process and you help facilitate a transition that maximizes the numbers of children who can stay in school?
- Does S2173 require that all students be fully caught up with required vaccines by the 180th day of enactment?
- Where is the data for New Jersey’s children who are vulnerable to vaccine injury and how is it being addressed in the implementation of S2173? Please examine the vitally important considerations raised in the following two bills: S2828, which requires NJ doctors to report vaccine adverse events and S2827, which requires the investigation of an association between NJ SIDS cases and vaccination.
- What resources will the state offer to screen, monitor, support, and educate children including those with IEPs who are banned from school?
- Parents stand accused by legislators of the insincere use of the religious exemption as the justification for implementation of S2173. Instead of a blanket elimination of religious rights, why isn’t the State utilizing its New Jersey Immunization Information System (NJIIS) for oversight of the religious exemption?
- If the concern is measles, why not instead limit religious exemptions to the measles vaccine instead of a blanket removal of exemptions to all vaccines.
- If the concern is contagion in school, why not allow a religious exemption to vaccines for diseases that are not transmitted in the classroom? For example: Hepatitis B is spread by sex and IV drug use; it is not air transmissible. Tetanus is not transmissible. IPV polio vaccine prevents symptomatic expression not transmission.
- If the concern is the very small numbers of immune-compromised, shouldn’t their parents weigh the risks of attending school? Johns Hopkins and other leading hospitals warn that the recently vaccinated with live virus vaccines such as MMR are a threat to the immune-compromised. In fact, many common infections are a known threat to the immune-compromised.
- If the concern is measles, why punish small numbers of religious children when huge numbers of vaccine failure children possess comparable status in the immunity hierarchy?
- How will you protect the integrity of the physician-patient relationship and the ability of New Jersey families to obtain a medical exemption from their licensed providers without state interference?

Thank you for the opportunity to speak with health commissioner Elnahal prior to his departure in June. He was clear that he takes his lead from the CDC and is not equipped to speak to what he described as legitimate Constitutional, liberty, and personal rights issues that also must be brought to bear. Of the latter, he said, “Not my wheelhouse.” This is true. This is where The People must be heard. Mandatory vaccination is a states’ rights issue and a limitation on human rights. Any action taken must be strictly necessary, it must be the least restrictive and intrusive means available to achieve the goal, and it must be applied in a non-discriminatory manner. S2173/A3818 do not hold up to the test. Please see the important work of the late and esteemed health and human rights professor, Jonathan M. Mann, MD, PhD, starting on page 20 of my book.
With your leadership, New Jersey can take a different approach. Wrestling with these difficulties, many states are not clamoring to be out in front. Nearly a dozen states chose not to advance similar bills. Concerned about measles, Washington state removed the philosophical exemption to MMR only and preserved exemptions for all other vaccines. It preserved the religious exemption — can’t we do the same? The National Conference of State Legislatures acknowledges the permeability between philosophical and religious exemptions, that personal belief exemptions are encompassed in states which only provide for religious exemptions. There are different names in 47 US states for the laws (and rights) that serve the same non-medical exemption function.
Please work with us. Americans are struggling mightily with our political process and our political leaders. The system appears all but broken. And still, we will not become the monsters that Nietzsche warns about. We will find a way because that’s what parents do. We will breathe life and hope and love into our truth and we will rise. We hope it will be with you by our side, and us by yours.

The MMR is one of the vaccines that contain aborted fetal DNA and thus would absolutely violate the conscience and religious rights of people of faith.
Washington will be losing public school enrollment and people are moving on account of this.
Governor Murphy, if this bill is approved, you will be creating a whole host of new unintended problems for your state.

I think that is the key since the Democrats can’t be bought with morals regarding vaccine mandates. It doesn’t compare to the $$$ Pharma gives them to pass this. So as the people must persuade the Governor not to sign, unless he is a Dem and if so they should be getting their house ready to sell.
Removing constitutionally-granted liberties is no way to increase trust in the government nor in the medical establishment. I am one of many registered nurses in the state of NJ who oppose any legislation to coerce any subset of our population into vaccination. The ownus needs to be on the vaccine manufacturers to create an appropriate product for their market- a vaccine that lacks the ingredients many are religiously or morally opposed to. We live in a very scary time where people’s religious tenets have become a threat to their very lives. The Jersey City shootings are just a recent example of this.
What I cannot understand, however, is why we pick and choose which religious tenets are worth protecting and fight for and which we cast aside, cloaked in false claims about public health. Why does my healthy child who believes her body was made in the eyes of her Creator deserve any less government protection? More so, why is it her government the one passing laws to legalize discrimination against her by removing her right to a public education.
If we want to talk public health, that is fine. We can talk about how New Jersey is within the 90-95% vaccinated population required for ‘herd immunity’. We can talk about how there is no immediate public health crisis. We can talk about how the current laws that have been in place for 45 years have proven effective (see the measles cases in Lakewood as evidence of how well these laws work). We can even talk about how if individuals who vaccinate believed in the vaccine they wouldn’t fear unvaccinated kids because, after all, a vaccine is supposed to prevent their child from contracting a disease so they would be confident in it’s effectiveness.
There are hundreds of scientific studies that show vaccines cause injury and death. The vaccine inserts alone list a host of side effects from fever to death. And yet people who want this bill passed will say the science is settled. The science is far from settled. The science has barely even begun when pharmaceutical companies spend three times more in marketing than they do research. When money towards lobbying is more important and rich that studies.
As the leader of the New Jersey government, you have been elected to protect the people. Turning your back on a small subset of our population, ripping them from their schools, because their beliefs don’t align with others is wrong. It’s not the leader people are expecting you to be.
We DO NOT have to follow California and New York down the rabbit hole of constitutional violations, lawsuits, loss of faith in government. New Jersey can do better. New Jersey MUST do better. This is our chance. This is our chance to LEAD this country to a better way.
I beg of you to VETO A3818/S2173 should it pass on Monday. The children who are at risk here are the healthy kids who are going to be removed from schools. THEY are the ones in need of your protection.
Dear Governor, please listen to your constituents and veto this bill. This is completely against our constitutional rights. Where there is risk, there must be choice. And over 4.2 billion paid for vaccine injuries proves there is risk.

As a teacher in this state, and as parent who fully vaccinated my three children, I OPPOSE this bill. Why should the government infringe on the religious rights of these families? Only 2.6% of students utilize a Religious Exemption. I am not worried for my fully vaccinated children, then why are you? This bill is a major government overreach.

I’m sure you’ve heard that Senator Sweeney replaced 3 democrats on the committee, that would have likely voted against this bill, to force it forward. This may be legal but it is not ethical. People deserve the right to make medical decisions consistent with their religious beliefs. The current laws are working, there is no health emergency. This is unnecessary and goes against our constitution that you swore to uphold.
Article I, Paragraph 5 of the NJ State Constitution: No person shall be denied the enjoyment of any civil or military right, nor be discriminated against in the exercise of any civil or military right, nor be segregated in the militia or in the public schools, because of religious principles, race, color, ancestry or national origin.
The four of my six children who are school-age love their school. They will be devastated to not return next fall. This will have lasting effects on them AND the other 40,000 children whose freedom to religion is threatened.
PLEASE, I’m begging you, vote NO to S2173/A3818.

I’ll spare you a reiteration of the very personal and clearly elucidated objections of S2173 shared with you by my personal letter of objection alongside thousands of other parents. But here, I’ll talk to you as a father and a citizen of NJ. I love the holiday season and I love my 4 year old daughter. The holiday season is a festive reminder of the innocent nature of my childhood where everyday life during this special season was highlighted with peace and filled with extra goodwill. This season, however, I’ve barely slept, fought off tears as I sat working at the office and “kept going” opposing this legislation until I simply couldn’t do anymore. My wife is equally as inconsolable. We’re faced with giving up our multi-generational roots in NJ and losing everything we’ve built over a couple decades: careers, friends, family, and yes, our old home we’re slowly make ours because we’d likely be forced to move out of state. Why? Because of S2173. This holiday season, I worked, I took care of family, and I became a citizen activist for a cause I care deeply about. My daughter’s birthday was this past Monday and we spent it together as family – visiting legislative offices to oppose this horrible legislation. We’ve done nothing around the innocent spirit of the holidays. I spent my daughter’s holiday concert with a pit in stomach, fearing that she’d never be able to scream…ahem..sing alongside her peers in the state I wished for her to grow up in, surrounded by adoring family. She LOVES school and she is thriving in pre-k at the hands of skilled teachers and among her peers. She would be DEVASTATED if she was removed from school and couldn’t have another show and tell (next week’s show and tell has to begin with the letter P if you’re curious). These sentiments, similar to objections to the bill, are equally shared by thousands of parents in this same situation this holiday season. With that said, I respectfully ask you VETO this unnecessary legislation and continue to make NJ a diverse community of beliefs and ideas you so you proudly champion.

I am a mother of a fully vaccinated child and stepmother to 2 fully vaccinated children as well as a professional within the education system. I do not fear that my children go to school with children who are not vaccinated.
It is important to make informed decisions. I ask that you review all materials presented to and educate yourself on the facts! Please remember our constitution.
I ask you to please vote NO or Veto the bill if passed.

As a social worker whose entire 20 year career has been with family a children, primarily in school districts my fear for the emotional impact on the children that will be excluded from school is overwhelming, heart breaking and gut wrenching. These are not all young children, there are middle schoolers and high school students who understand their families choices. When these families have to explain to their children that they will not be returning to school in Sept of 2020 the emotional health of these children will be at risk, a generation of children who are already in a mental health crisis.
The point of when this becomes about the greater good, protecting immunocompromised individuals, then the evidence of science has to be examined. Who gets to choose which child is more important. In addition examining the schedule, not all the required vaccines are communicable diseases. There needs to be much more thought and time given to this topic. This is far from an all or nothing, right or wrong issue. The trouble is people are afraid to have a conversation because they are shamed and called crazy anti-vaxxers and those that need to hear it, those who get to make this life and death decision for the masses aren’t really listening with an open mind.

Thank you so much for this powerful letter. As a mom of 4, my body is sacred. God granted me the gift of life and I take this responsibility seriously. Only God’s food during pregnancy and of course God’s milk for my babies. When my first was born the hospital did not respect my wish to breastfeed, they said the norm was formula and gave her a bottle. I of course fought for my right to nurse, because it is my body, my baby and my choice. Thomas Jefferson said it best, “If we let the government decide what foods they eat and what medicines they take, their bodies will soon be in a sorry a state as are the souls of those who live under tyranny.”

Dear Governor Murphy:
I am a mother of two and want you to know that we are healthy and not a public health threat.
A3818/S2173 are pieces of legislature that are fear based. Bill proponents will tell you that this is a common sense Bill and that removing the religious exemption is about public health safety. They will offer no evidence to support such allegations.
Where is the evidence to prove that a non-vaccinated person is a threat to a vaccinated person? Can they explain to you how would excluding non-vaccinated children from school and young adults from college protect the public?
Eliminating the Religious Exemption would have no impact on public health for the following reasons:
1) Hep B, DTap, and Hib vaccines do not even claim to protect the greater good according to the CDC.
2) Vaccines have yet to provide herd immunity due to primary (low responders) and secondary (early waners) vaccine failure.
3) Current vaccination practices for chickenpox, shingles, rotavirus and MMR do not protect the immuno-compromised.
In other words, some of those vaccinated are essentially non-vaccinated and therefore pose the same ‘risk’ as the non-vaccinated. This explains why there are outbreaks among 100 percent vaccinated populations.
Did you know that a child who is Hep B positive can attend school? However, a healthy child who does not have three doses of Hep B cannot. Why is that? Do we fear the healthy but not vaccinated? But we do not fear the vaccinated but sick with Hep B? Does that make sense to you?
By the way, there are tons of diseases/infections for which we have no vaccines. The immuno-compromised is vulnerable to those as well. Why is it that we are told to fear only vaccine-targeted diseases? Even a vaccinated person can be a risk to the immuno-compromised if they get sick with something for which there is no vaccine. How would A3818/S2173 protect them?
Medical exemptions are already virtually impossible to obtain. They are re-evaluated every year and require state approval. S2173 limits them even more. I know that there are children with rare conditions like Heterotaxy who were denied a medical exemption.
Greed is a sin. There are 72 doses on the childhood vaccine schedule. HPV Bill is pending to be added. Did you know that the vaccine schedule as is has never been studied? Did you know that Merck, a major vaccine manufacturer, is on trial for fraud over efficacy of MMR vaccine? And it is also accused of committing fraud in its Gardasil safety trials. Doesn’t that strike you as odd that this Bill claims to be about health safety, but this was not discussed?
Do not let Bill proponents trick you into thinking that this Bill is about protecting public health. This Bill is about religious persecution, social isolation, segregation, and discrimination. It is about bodily autonomy and government overreach. Healthy children would not be able to attend pre-school/daycare and elementary school. It affects summer camp and community sports. Young adults would not be able to attend college.
Please veto A3818/S2173 if they come before you.

According to the US National Library of Medicine National Institutes of Health the HPV vaccine presents several symptoms including but not limited to:
Syncope (or fainting)-common after needle injections, especially in pre-teens and teens;
Local reactions at the site of immunization (pain and redness);
Dizziness;
Nausea;
Headache
It also sites that:
IV. In the first report, there were 12,424 reports of adverse events 772 (6% of all reports) described serious adverse events including 32 reports of death. The most recent report from June 2006-June 2013 reported 85 deaths after the vaccine. Upon further screening of the reported deaths, there were no common patterns to the deaths that would suggest that they were caused by the vaccine. Some of the deaths were attributable to diabetes, viral illness, illicit drug use, and heart failure.

Denying education based on religious beliefs is segregation. When I called several of the Senator’s offices this week, some of your aides referred to S2173 as a “vaccine bill” or a “public health bill”. Make no mistake, THIS IS A RELIGIOUS FREEDOM bill. My family’s bodies were designed and created by God to be a temple for the Holy Spirit. My husband and I teach our children that we respect our body temples and we do no harm to it. This requires us to eat healthy, not curse, drink filtered water, and avoid anything injected into our bodies because the Bible teaches us to keep our blood pure. It is a lifestyle we live in order to honor God and the gifts He has given us.
Where is the emergency to remove religious freedoms? The current law is working and I hope to calm false outbreak fears that may be motivating the removal of our freedom of religion in NJ. Our current law has been in existence for religious people since 1974. I have also attained the Measles outbreak statistics from the Ocean County Department of Health in 2019. If you look at the exaggerated media articles it appears that NJ had a major outbreak. However, the statistics merely reflect 10 cases in total, 6 of which were adults and the other 4 were age 2 and under (1 of which previously had been vaccinated). Therefore, there have been no recent outbreaks of any child enrolled in NJ public schools. There is no threat to the public health in the demographic of students that this bill targets.
I am making the request for you to vote NO on S2173 so that families, like mine, who live true religious lives, dedicated to God, can preserve our religious freedoms.

Our foundational right sin NJ are being eroded based upon MYTHS NOT SCIENCE! You must not allow this bill to pass.
There is a false belief that vaccines gobble up disease and that those who receive them are “cleaner” or safer. There is a false belief that vaccination prevents or stops all disease, and that they create safety for all.
Here are a handful of truths about vaccines which you might find shocking:
1) Vaccines are not 100% effective. Among the vaccinated there will always be low responders (according to the CDC), this means that even with multiple boosters a portion of the vaccinated will not be protected from getting sick.
You are edging away at our religious freedoms on a myth of protection that can never be reached.
2) Vaccinated people can be carriers of disease without showing illness, even if their blood tests show immunity! PLEASE READ THIS AGAIN– the vaccine itself can cause and spread disease anyway. These people can BE sick but because of the vaccine not LOOK sick. This makes them dangerous to the young, the elderly and the immune challenged.
For example, the CDC even shares that public health experts cannot rely on herd immunity to protect people from pertussis (whooping cough) since: pertussis spreads so easily, vaccine protection decreases over time, and certain vaccines may not prevent colonization or spread of the bacteria.
You are altering the foundations on which our country was created on a myth of protection that can never be reached.
3) Vaccines DO NOT PROTECT THE IMMUNE COMPROMISED like you believe!
The immunocompromised are actually put at risk due to live vaccines shedding and transmission of **vaccine virus ** which can even occur between assumed “healthy” vaccinated population.
You are causing a myth of protection that can never be reached.
4) Vaccines have NO PROPER SAFETY STUDES. The vaccines which are mandated, as well as entire current vaccine schedule, has no proper long or short term double blind placebo studies determining safety and health outcomes,.
You are trading our liberties with this bill and positioning our families to fight and defend our right to religion by presenting scientific BELIEFS as FACTS.
5) Vaccines have been proven not safe for everyone. Some children (and adults) will be injured and die. This is reported by the National Vaccine Injury Compensation Program which reports 1,310 vaccine deaths filed and 4.2 billion dollars paid out in compensation for all injuries; $225 million in 2019 alone from 1998 to 2019.
THREAT TO FREEDOM AND LIBERTY
The first amendment protects freedom of religion which offers the right to practice religion, or no religion at all. You are creating unrest and disrespect in communities by attempting to chip away at our freedoms to parent and practice the tenants of our beliefs. Your actions, along with propagating the vaccine mandates and myths above, are intentionally pitting neighbor against neighbor in a religious and civil war as they believe that INTACT people are “dirty” or “dangerous.”
I ask you, what gives you the right today to join Church and State and demand that someone defend their religion before you or a governing body? Please think about this- if you, our elected government, insinuate yourselves as the masters who are forcing the community to defend their religion before you, you are creating in essence a civil war by inserting yourself between your citizens and their religion.
If this bill goes through, and if we object to this, are we now not at war with our own government over our freedom to practice our religion? As you promote this MYTH do you not put neighbor against neighbor making it unsafe for the various people holding religious beliefs?
Will this energy serve us in this nation? Will this cause our children to be safe in society?
I say no.
As you erode our protections you change our nation more and more into a police state. What is next? What other freedoms can be edged out when you start taking these basic rights away?
Who guards the gates of our rights to liberty? If not you, our elected officials, then who? Will you be known in history to have taken a hand in the unraveling of our liberties as our freedoms leading us to internal war?
Let the horror of Rwanda be held firmly in your mind as you contemplate how citizens can be brought to savage each other — for little reason.
YOU ARE CREATING THE OPPOSITE OF SAFETY
As you try to combine Church and State and cause us to have to defend our religious beliefs to someone you place above us, you become tyrants — this energy will echo outward into our society. Please think hard. You are actually eroding our nation from the inside out.

Once again, I try to not post about vaccines because it is such a contentious issue with high emotions on all sides. However, this is really beyond your feelings or beliefs about vaccines and is whether or not you are OK with the state making decisions about medical procedures for you and your family. It is whether you believe in the freedom of religion. It is about whether you feel it is important to choose as a parent what is best for you and your family. I’m pro-choice. I believe, my body, my choice- even with vaccines. If you are from New Jersey and agree with me, this might interest you. The NJ legislators are making a decision whether or not to refuse religious exemptions for vaccines and also to have the state decide if a child is medically exempt (ie taking medical exemptions out of the hands of your doctor). This is for all children preschool through college (and anyone attending college in NJ). Right now what schools require for vaccination is not the whole CDC list (72 doses) but once exemptions are removed, don’t be surprised if the state starts mandating more vaccines (including HPV and flu). There are so many unintended consequences to this and it doesn’t even solve the problem it claims to address. In any case, if you care about this, you can call the governor (to say- veto this), go to Trenton on Monday, call your senator or assembly person. Peace!

I just watched “First Do No Harm”, a beautifully made film, on Greater Consent & Choice w/ Meryl Streep on a similar issue, this time with childhood epilepsy. Powerful insiders look into some of the benefits and also deficits of Western Medicine, as it still is mostly practiced.
NOTE: This was made in 1997, when paying attention to what you were eating was still considered a pretty radical act, or even more frequently, simply foolish and irresponsible.
The one outdated notion, which is almost comic in retrospect, is they act as if this dietary intervention, is an “unpleasant medicine” that must be followed for a few years, but “hopefully” you’ll be able to return back to a “normal diet.” We of course, now see eating in a healthy wholesome way, is as non-negotiable, as making sure I have enough water to drink.

Dear Gov. Murphy,
I write this as the mother of an immunodeficient child, holder of a dual BA in both Comparative Religion and an interdisciplinary honors major focused on international relations and human rights, a vaccine-injured person who was forced to drop out of graduate school and end a budding career due to her vaccine injury, a life-long Democrat horrified by the stance Democrats in the state legislature are taking on vaccination, and a NJ resident who is about to move to a red state with her children, which will separate our family, as my husband has to stay behind for work.
I thank Louise for her well-written letter. She makes excellent points that I hope you will consider.
It is extremely frustrating that parents who wish to exercise their religious right (yes, it is a right under the First Amendment) to decline vaccines for their children are kept from discussing science and facts, because they are then accused of having insincere religious beliefs. One can have sincere religious beliefs, and also be aware of the science surrounding vaccines, particularly in an age when the religious exemption is under threat, and parents are forced to make grave decisions. This suppression of true dialogue means that lawmakers often hear from doctors who are unfortunately misleading and misinformed, and then give their opinions more weight than those of parents.
This happened at the 12/12 hearing, when a doctor from Lakewood spoke of an immunocompromised child he felt could not attend school because of a child in his class who was unvaccinated. Again, as the mother of a similar child, I can say that if his decision to keep that child out of school was simply due to there being an unvaccinated child present, he did that child a great disservice.
Children who are not vaccinated are not disease carriers. They are not contagious. They may or may not be more likely to catch a particular disease if exposed than a vaccinated child, but that’s not always true. There are many cases in the literature of outbreaks in fully-vaccinated populations, including a mumps outbreak on a fully-vaccinated US submarine last year. My own fully-vaccinated stepson exposed my then-infant son to the chicken pox in 2010, because his mother didn’t think he could possibly have it due to his vaccination.
The above is one example of vaccinate kids actually being more dangerous than unvaccinated, because parents assume that their children who are experiencing vaccine failures are sick with something else, or “just have a rash”, and expose them to other children. Additionally, children who are vaccinated with live viruses shed those viruses for several days, sometimes longer, and are contagious to the immunocompromised/immunodeficient. That is a fact, readily found in the medical literature. However, that doctor said nothing about his immunocompromised patient being in danger from children recently vaccinated with live vaccines (which include MMR). And, whereas children who are unvaccinated are banned from school during outbreaks as a precaution, children who have recently been vaccinated with live vaccines are not banned from school, and there are no measures in place to inform immunocompromised students in their classes.
Knowing a great deal about this issue due to my own child’s health, it seems that the decision as to whether or not that child, or any immunocompromised child, is safe in a classroom is dependent on many factors: Can they withstand the common cold and other infections for which their classmates are not vaccinated? Will their parents be informed if classmates have recently received live virus vaccines? Are environmental factors, such as the mold found in many aging and deteriorating public schools a danger to their health? Looking at all of those factors, just as a rational person, does it seem to you that one unvaccinated child would be the reason for an immunocompromised child to stay out of school, or is that child in more danger from the common illnesses we know circulate through schools all the time? Should it be a decision taking all factors into account? Again, unvaccinated children are not disease carriers, and are not contagious.
It’s interesting that the doctor I’m referring to was from Lakewood, where there were cases of measles this past year. Of note, those cases were confined to 4 families, everyone who was infected recovered without incident, and unvaccinated children were kept from school as a precaution, even if they had not been exposed. The “outbreak” did not spread beyond those families. The system worked as it currently is, with the religious exemption still in place, with no necessity to violate a fundamental Constitutional right.
Also of note, there were 46 cases reported in Lakewood that were either attributed to the vaccine strain (people who caught the measles from others who were shedding, or possibly from being vaccinated, which has also been noted in the medical literature), or to other causes, initially mistaken for the measles. These case were more numerous than the actual cases of wild strain measles.
The right to reject something being forcibly injected into our bodies, or those of our children, is not only religious and protected by the Constitution, but it is a fundamental human right, protected by international human rights norms, as well as the Nuremburg Code. Yes, no one is dragging these kids to be forcibly vaccinated (although it seems we’re perilously close to that), but not all parents are able to home school their children, and that puts them in an awful position of having to vaccinate their children when it is against their own beliefs, and often against medical advice. Because, let me be clear, it is possible to have both a religious objection to vaccination, and a child who cannot be vaccinated safely according to his or her physicians.
I believe that many lawmakers must mistakenly think that medically vulnerable children are protected by the medical exemption, but that is not the case. The current exemption (and I realize there’s a bill seeking to make it even harder to get a medical exemption), only protects children who meet the CDC’s very limited ACIP guidelines for contraindications. But, a spokesperson for the CDC has already stated that those guidelines were never intended to be a complete list of reasons for medical exemptions from vaccination, that they are just bare minimums, and that the decision as to whether it is safe for a person to be vaccinated should be made by a patient’s physician.
Did you know that the vaccine package inserts themselves give more contraindications than those ACIP guidelines? That means that a diligent physician looking at the package insert, realizing her patient has one or more contraindications, and then seeing that her patient does not meet the very limited ACIP contraindications for that vaccination, is placed in a horrible position. Do they vaccinate, knowing there is a contraindication, which puts their patient at risk and violates their Hippocratic Oath? Or, do they tell the parents that they can’t vaccinate, but that they also can’t give a medical exemption under the guidelines NJ and some other states adhere to? This places doctors and parents in a horrific position.
I have a child who meets ACIP criteria for vaccine exemptions for some vaccines, but not all. However, due to the complexity and severity of his medical condition, I have been told by multiple physicians that it is their medical opinion that it is unsafe for my child to be vaccinated with any vaccines.
I think you’ll agree with me that most people of whatever faith (and religion does not have to constitute a traditional, codified faith to be religion), have a deeply-held religious belief that it is wrong, sinful, and unconscionable to harm one’s child, or any child. While I am pro-choice, that is of course a reason that many people of certain faiths object to abortion – they feel that harming even an unborn child is a violation of their religious beliefs, and wrong in the eyes of God. So, at this point I’ve been told by close to double digits physicians that vaccination would harm my child, the great state of NJ will not fully protect him with a medical exemption and is about to make it harder to get one, and I’m not supposed to be able to talk about how harming my child is against my religious beliefs, because if I mention his medical condition it somehow makes my religious convictions insincere.
This is all unnecessary. So unnecessary, as Louise illustrated above. Unvaccinated children are not the problem. The status quo is working, the reasons for outbreaks are not unvaccinated children, unvaccinated children represent little if any danger to immunocompromised children, and far less than the other dangers I outlined. This is panic and misinformation and suppression of true discussion and debate.
I would urge you to speak to Robert F. Kennedy, Jr. if you have remaining questions. You can ask him not to talk about his feelings about pharmaceutical companies and just talk to you about the science, the legalities of the religious exemption, and the experiences of the hundreds of parents he has met. We must restore sanity to our party on this topic, and find solutions based on reason and fact, rather than fear. Working together to find solutions is always the best way, not Draconian measures that serve no purpose but to burden families and children, driving them out of school and out of the state.
I suppose this is my farewell letter to New Jersey. I hope it does some good. Best wishes for a happy holiday. Please veto S2173/A3818 if they cross your desk.

As the leader of the New Jersey government, you have been elected to protect the people. Turning your back on a small subset of our population, ripping them from their schools, because their beliefs don’t align with others is wrong. It’s not the leader people are expecting you to be.
We can all agree that it is sad and horrific when anyone, especially a child is immunosuppressed due to illness or due to medications to combat that illness. We pray for them that they will be healed 100%. We pray for their parents at the long road they travel due to their child’s illness. Unfortunately, many believe that these children are at risk by being around unvaccinated children, when the truth is they are more at risk by being around children who have recently been vaccinated due to shedding. There are signs at NICU and ICU units in hospitals forbidding visitation to those people who have been RECENTLY VACCINATED, due to shedding .
Once again, our hearts go out to anyone who is experiencing illness or disease, but they are already sick. The number of children who have been vaccine injured is staggering. The difference here is VACCINATION HAS ALWAYS BEEN A CHOICE. Parents like myself who have strong beliefs in how God has designed our bodies DO NOT CHOOSE TO VACCINATE. It is actually that simple. I am a devout believer in the God and the Bible. I know my Creator would not want our children to be injected with aborted fetal cells/tissue, or any toxic ingredient for that matter. How can you knowingly and willfully sacrifice one group for another? How can you force parents to put their HEALTHY children at risk?
If the concern is truly about health, why not mandate that vaccines be 100% pure? Because the real concern here is about money. The vaccine industry is currently a $33 billion dollar business. If this bill is passed, it will jump to anywhere from $60-90 billion dollars by 2025.
Now let’s address the families like my own who sacrifice financially to put their kids in private school. One of the main reasons for this is to AVOID THE GOVERNMENT ENCROACHING ON OUR LIVES. This bill would apparently cross over into private schools as well. I have to ask, how can you define it as private school when the government will treat it as public school? This is also wrong on so many levels. What about the families of homeschoolers? This bill would for everyone to give up their God-given freedom of choice.
As Ben Franklin stated “Freedom is not a gift bestowed upon us by other men, but a right that belongs to us by the laws of God and nature. This will be the best security for maintaining our liberties.
We DO NOT have to follow California and New York down the rabbit hole of constitutional violations, lawsuits, loss of faith in government. New Jersey can do better. New Jersey MUST do better. This is our chance. This is our chance to LEAD this country to a better way.
I beg of you to VETO A3818/S2173 should it pass on Monday. The children who are at risk here are the healthy kids who are going to be removed from schools. THEY are the ones in need of your protection.

As a mother of 3 and a lifelong resident of the state of NJ, I’m asking you to Veto S2173/A3818 if it reaches your desk. I ask that you consider the ripple affect this will have on our kids. I have a son, who at the age of 12 was vaccine injured and will deal with that for the rest of his life. My hope is that no one you love has been or will be injured from receiving a vaccine, however, my guess would be that if that were the case you would see this bill completely differently than we do. When you watch a perfectly robust healthy child go to the Dr., and after receiving a vaccine, that very night his health declines, it totally changes everything for you as a parent. We as parents, and American citizens, and residents of NJ should have the right to make any and all medical decisions based on our own experience, research, intuition and religious belief.
I don’t understand how this is even a topic of discussion for any Governor, Senator or Assembly person. If you vote this bill through, you are basically not only hurting yourself as a parent and giving away you own right to choose what you believe is right for your kids, but you are deciding that for the rest of us too. That’s unfathomable to me. Ultimately, it’s not whether or not you are pro or anti vaccine, this comes down to your right as a parent, period. No government entity has the right to tell you what is best for your child.
What happens to the kids whose parents both work full time and cannot homeschool, the families who are in NJ and are caring for aging parents and cannot move out of state, the inner city kid whose Mom cannot afford to quit her job, homeschool or move out of state, the kid who you deprive of graduating with their class, or receiving the help they need in school with an IEP or special needs. The list goes on and on. This is not a “one size fits all” issue, that is why God gave children parents, to watch over them, guide them through life when it comes to everything, most especially in this situation, their health and well being.
This bill is so obviously an overreach and NJ needs to set an example by Vetoing this bill. Just imagine that if the state of NJ can tell you what to do with the health of your kids in order to allow them an education in this state, what’s next? Maybe the next bill is something that will hit home hard with your family? This is completely 100% unconstitutional!
Praying you all do the right thing for NJ and their children. Set an example for all other states that NJ respects the right of parents, their children and their religious freedom.

I am a Family Physician who has been practicing medicine in NJ since 1997. I am deeply concerned about the erosion of civil liberties in our country, especially as relates to health freedom and the right to choose medical interventions. I am in opposition to S2173/A3818, which would deprive families their religious rights to choose whether or not to vaccinate their children or themselves.
I write as a Physician in private practice. I do not represent any industry, lobby or other organization.
I strive to provide the highest quality care to my patients, which must include the ability to individualize care based on the totality of who that person is. I must be able to take into account a person’s family history, personal medical history, environment, genetic predispositions, current state of physical and mental health, and more in order to make sound medical decisions as to what may or may not be useful and safe.
If there is a law that forces a person to undergo a medical procedure, including compulsory vaccination, then my years of medical training and practice have been completely undermined¬- not to mention my relationship with my patients. I lose my autonomy and authority as a physician, and my patients lose their freedom to make health related decisions free of coercion.
The issue of compulsory vaccination is a complex and complicated landscape, fraught with conflict of interest, misunderstanding and misrepresentation of data. Because of this, the decision to undergo a medical procedure, especially one that is done repeatedly, must rest in the hands of the patient or the patient’s parent or guardian. That is a freedom we must hold sacred and protect.
The health of children in the United States is alarmingly declining. Auto-immune diseases, inflammatory and allergic disorders, learning disabilities, anxiety, and depression are at an all time high and are rising. For the first time in generations, the current generation of children is expected to have a life span that is shorter than their parents. Though the reasons for this are many and varied, I find this alarming none the less. I work every day in my medical practice to help children and families overcome this gruesome reality by improving their health.
Given this declining state of child health, it is critical that families have the freedom to decide what goes into their children’s bodies and to decline interventions they believe to be potentially harmful and not in line with their religious beliefs. Parents must be assured their parental and religious rights to make medical decisions for their families, free of commercial interests and coercion.
While it is often said that vaccines are harmless, the facts tell a different story. As the pharmaceutical industry has absolutely no liability when someone is injured from vaccines, the United States Government is where vaccine injured people turn for compensation. According to the Health Resources and Services Administration (HRSA) there has been $4.2 billion paid by our government to such people, as of October 2019. If vaccines were indeed harmless, this number would be zero.
The vaccine rate in NJ is excellent, with 2.6% opting out. This is higher than the national average. Should an outbreak of any vaccine preventable disease occur, there are already policies and procedures in place for keeping unvaccinated children out of school. There is no public health reason, at this point in time, for forced vaccination.

I am a veterinarian and have seen first hand that “herd immunity” is an epidemiological theory that does not hold up in real life for most non-fatal diseases.
To imply that non-vaccinated individuals are a health threat is ludicrous. Not to mention there is an entirely other bigger picture issue at hand; if this bill passes, it will set a dangerous precedent that may allow government to force individuals to comply with medical practices in the name of the “greater good”.
Vaccinating our kids is just the first step in this bigger agenda. Forced vaccination of adults is next…and then who knows what will come after that.
I pray that I live in a state that will value individual rights., and protect our first amendment rights. Especially considering we are dealing with diseases that are not fatal, and that we have not researched the vaccination process nearly enough.
Our immune system is more complex than a few sponsored studies have allowed for. I want to cry every time I hear that “the science is settled.” That is the most un-scientific thing that can ever be said. The very nature of science is to question everything and never be satisfied with answers.
We as mothers and doctors and scientists beg that our NJ politicians will see a bigger truth and help NJ remain a more enlightened state than CA NY or ME.

Governor Murphy. I am a Christian business owner. I met your wife in 2018 when she came to my Symposium to speak. My company, The Midwives of New Jersey, llc, cares for families of many different religions. We offer the same excellent care to people regardless of their religious beliefs and practices. We have a large percentage of clients who have religious, moral objections to immunizations and so have used their right given to them by the state of New Jersey to decline them. I know this is not the issue but I must comment that this group of children is the most healthy group I ever see. Their parents are very invested in their children’s health putting much effort into providing a healthy lifestyle for them. Please uphold our right to religious freedom. Thank you.

I’m a public school teacher. I was there too with you in the crowd, in the cold for hours.
As a public school teacher for 25 years I am surrounded by children whom of which 90 to 98 % receive 55 vaccines by age 5. They have chronic health issues, learning disabilities, unintegrated reflexes, and motor dysfunction. I see it every day. I know how the “average” heavily vaccinated child moves, runs, stands, sits, is unable or unwilling to sit still. On December 12 I was surrounded by a few hundred unvaccinated children of all ages and I observed in awe of how well they carried themselves. They were vibrant and healthy, they were calm, patient and composed. Some of them spoke in the crowded rooms before the Committee with the eloquence of a person 4x their age. They did not cry, fuss, fight, or complain. When we were inside I saw babies and toddlers smiling, cooing, laughing, not a runny nose or tantrum in sight.
THIS IS WHAT CHILDREN SHOULD BE LIKE. HEALTHY! We have forgotten how children should be, healthy and vibrant. They are this way because they haven’t been chemically poisoned from pregnancy to the present with constant injections of neurotoxins, carcinogens, and recombinant DNA from aborted fetal cells. They love God, their families, and want to AND DESERVE to be vibrant contributions to a great society. New Jersey has failed them. This Senate (with the exception of 4 Testa, Cardinale, Singer, and Corrado) has turned its back on the rights of these vibrant healthy children to be in public school. This is immoral, unconstitutional, and criminal. Shame on those school nurses who testified against these children and ignore the fact that their job now is to administer pharmaceutical drugs to children all day, every day and never question why the children are so sick. The reason is right in front of them. They push these toxic products and have never read a vaccine insert. They can’t even name the ingredients of the biological they insist be forced into these children they swore to protect. Shame on them. Shame on the sponsors of this bill. Shame on Sweeney for removing committee members at the last moment and replacing them with his minions who would vote yes. They have made a mockery of the legislative process of this state and gave more rights to a criminal in a jail cell than these precious, vibrant PERFECTLY HEALTHY children.

My child is one and how will he receive the services that he is entitled to receive by law? Being isolated is actually harmful to his social and emotional development.
We have NJ constitutional rights that prevent religious discrimination in public education. Please respect our freedom and lead NJ by vetoing these bills.

The purpose of this letter is to stipulate to —————————————— of the religious conflict between the Roman Catholic Church beliefs and the following vaccines: any vaccine containing rubella virus (MMR II and Meruvax) ; chicken pox (Varivax) ; hepatitis A (Havrix & Vaqta) and rabies vaccine (Imovax). Each of these vaccines is manufactured from seed cell cultures of aborted fetuses.
The rubella vaccine is grown in cell culture from a seed stock known as WI-38. WI-38 was an aborted child whose parents were Swedish citizens. The child was aborted deliberately because its family felt they had too many children. (See Catholic World Report, A Vaccine That Infects, February 1996, pages 43-45 (“CWR). The rubella virus component of the vaccine, which is put into WI-38, is referred to as RA 27/3. This is derived from another aborted child’s seed stock.
This child was the 27th aborted fetus sent to the Wistar Institute during a 1964 rubella outbreak. It was taken from a 25-year old mother who was exposed to the rubella virus 8 weeks after her last menstrual period. (See Studies of Immunization with Living Rubella Virus, Amer J. Dis Child-
Vol 110, October 1965.)
The Roman Catholic Church’s encyclical, “ Veritas Splendor”, (the Splendor of Truth) sets forth the relationship between the sanctity of the embodiment of a person and medical technology. Pope John Paul II has stated the following in his encyclical: “ the individual subjective conscience can not by-pass what has been specified in the ten commandments and what corresponds to the law “written in the heart”.
While an individual’s conscience allows him/her to hear the call to do good and avoid evil, it does not create the good, nor is it an isolated subjective force. A right conscience must be formed in relation to the truth. (See “Towards a Technology of the Body” by Maty T. Prokes, FSE Eerdmans Publishing Company , Grand Rapids, Michigan. “Technology” p 113-114.)
Pope John Paul II further writes in this encyclical: If acts are intrinsically evil, a good intention or particular circumstances can diminish their evil, but they cannot remove it. They remain irremediably evil acts; per se and in themselves they are not capable of being ordered to God and to the good of the person. (“Technology” p 115.)
The Roman Catholic Church under the fifth commandment prohibits the murder of an unborn child. It is this premise that forms the basis of this religious exception to the use of any vaccine containing material derived from seed cells of aborted children. At the very core of Roman Catholic theology is the premise that the body-person is inviolable from the inception of life to the moment of death. Thus certain acts such as the use of seed cells identified in the rubella vaccine as WI-38 and RA 27/3 the chicken pox vaccine as MRC-5 (taken from an aborted child aged 14 weeks removed for psychiatric reasons from a 27 year old mother, (See CWR), the rabies vaccine grown in MRC-5 and the Hepatitis A vaccine grown in MRC-5 are “intrinsically wrong regardless of legal judgments, acts of legislature, or decisions promulgated by the fiat or national or international authorities (See Technology 115.) The “splendor of truth” concerning each person’s worth, dignity and destiny reveals why these acts can not be offered in praise of God or in honest care of human beings. In life and death the body requires reverence. (See Technology p 116)
The use of these seed cells is therefore a fundamental violation of the Roman Catholic Religion and thus I_____________________________refuse to consent to the injection of my child, _________________________ with any vaccine containing these substances.

I fought for his special education program, and will continue to fight for the rights of families to live and be free. We will never comply. Our bodies are ours. I ask that you honor the Constitution and uphold the glory of this state, and country.

I really do empathize with both sides of this debate, both driven by legitimate fears. But I just haven’t been able to come to terms with the law mandating these, or any injections. If history has taught us anything, there are so many unknowns, and science changes. So I’m still at freedom of choice with this. Not mandated by law.

My name is Sarah Myriam. I am a Child Care Center Director and long-time resident of the great state of New Jersey! Born and raised here, I take great pride in our Garden State and believe we have one of the best State Constitutions of all United States. We are a state with a long history of welcoming the oppressed and otherwise segregated, and a great example of a true melting pot with residents from all faiths and walks of life.
For the past 20 years, I have worked in the field of early childhood education, with the last 15 of those as an administrator. I have served as Vice President of the Morris County Child Care Center Directors Association and have always made it my mission to advocate for quality child care for ALL children.
During my 20-year career, I have served children with all different needs and beliefs. I have served immune-compromised children who have had to endure chemotherapy and radiation therapy, some as young as one/one and half. I have cared for children with medical exemptions due to allergies or seizures. I have cared for children with religious exemptions. And of course, I have cared for fully vaccinated children, who have always made up the majority of the population in all the centers I’ve worked at.
The truth of the matter is that children with exemptions to vaccinations are extremely few. They make up only about 2.6% of the NJ student body, which means that our state still remains above the “required” 90-95% herd immunity numbers. Furthermore, families with such deeply held religious beliefs are valuable, contributing members to the educational system. They statistically have fewer absences due to illness. But most importantly, they pose ABSOLUTEY NO RISK in a classroom environment according to Physicians for Informed Consent, a non-profit organization made up of doctors, scientists, immunologists, etc.. Please see attached handout with references. Immunologist, Tetyana Obukhanych, Ph.D. further explains this in a very informative lecture you can view for yourselves here.
I understand that you are all concerned about public health and want only to prevent the spread of illness in classroom environments. But I can tell you that discriminating and segregating HEALTHY children who have deeply held religious beliefs is not the way to go about it. The current law already has safeguards in place to temporarily exclude children with exemptions during an active outbreak. Which brings me to ask, what is the current public health emergency in our state right now that warrants the removal of these HEALTHY children?
There is no current public health crisis!
Furthermore, the way to truly prevent the spread of illness in a classroom environment is proper sanitation, hygiene, and most of all, keeping children home when they are sick and/or symptomatic…whether vaccinated or not! I say that because throughout my 20 year career, I have witnessed many children become sick after routine vaccinations and be asymptomatic or present milder symptoms and be sent back to school prematurely with a doctor’s note because the doctor refused to admit that the child caught the very same disease s/he was just vaccinated for, from the vaccine…and then it spread to others.
Look at any of the recent outbreaks, they are all within fully or mostly vaccinated populations. There was recently a military ship out at sea stranded for months with a mumps outbreak resulting from the MMR vaccine they all received before departing!
Again, I know your intention here today is public health and I am so grateful that our Garden State has legislators committed to protecting our children and residents.
However, this bill does not accomplish that. What it does accomplish is unfair and unAmerican discrimination of the religious! It promotes segregation and oppresses faithful families who will have their right to a quality education stripped away from them for exercising their deeply held religious beliefs.
Please I implore you….vote NO on S2371 and all its companion bills including A3818.

Where does it end? I find this frightening! In the book of Revelation 13:16 we are warned “He causes all, both small and great, rich and poor, free and slave, to receive a mark on their right hand or on their foreheads, and that no one may buy or sell except one who has the mark or the name of the beast, or the number of his name.” As a bible believing Christian (That’s right. I said it!) I take God at his word. However, no matter what your religion, whether you take it literally or metaphorically, this warning is both relevant to our times and alarming! We are watching it play out in a country that was founded on unalienable rights and the freedom to choose what we believe to be best for ourselves and our families. This was precisely what our forefathers worked so diligently to protect. It is one of the most important reasons why so many immigrants came, and continue to come to this country. When are parents not allowed to be parents? We know our children best and the challenges they have and the family histories that may come down upon them. We have epilepsy in our family which is neurological and one of my children had shakes after she was born and another one has a speech delay which is neurological. Why would I give her vaccines which are neurotoxic? They could set her back a ton or could even change her permanently. Please, please take into consideration what everyone has said. We will be homeschooling our 5 kids if otherwise. This is not what God wants. Help our nation to be free again!

Leaders in the Catholic Church advise that “it is right to abstain from using these vaccines if it can be done without causing children, and indirectly the population as a whole, to undergo significant risks of their health” Msgr Swetland
On the contrary, there is actually significant evidence that it is the massive vaccination that is causing children and the population as a whole significant risks to their health, both on an individual basis and long-term population basis. There is no evidence that the small percentage of children/ families exercising their constitutional right to religious exemption from vaccines have caused risks to their own health or to the population at large.
WHERE IS THE FACTUAL DISCUSSION OF RISKS/ BENEFITS? And where is the disclosure? Legally, Dr’s are supposed to disclose the risks of of the vaccine before administering, but I’ve NEVER had a doctor do that….WHO has determined that the risks outweigh the benefits? The pharmaceutical companies and their lobbyists.
The human body and immune system is an amazingly perfect Divine creation, that we are blessed to inhabit while on this earthly plane. It is incumbent upon us to care for & respect these bodies, allowing Divine Intelligence to work through it. We must only interfere when the risk of NOT doing so is CLEARLY GREATER than the risk of doing so. All faiths as well as atheists and scientists agree to this common sense mandate, “First do no harm,” as the Hippocratic oath states. Yet the number of mandated vaccinations we’ve been told that our precious babies’ bodies “NEED” has somehow massively increased over the past 30 years.
Just because the pharmaceutical industry makes new drugs that they can profit from and recommends & prescribes them as normal and necessary, doesn’t mean we NEED it or it’s better for our health in the long run. If that were the case, we would not be facing this massive Opioid epidemic! We have a right, indeed an obligation, to question & discuss & demand science behind the risks and benefits, especially with regards to our precious children’s health.
There is a conspiracy of silence around discussing this, due to “HERD IMMUNITY” against rational, scientific disclosure and analysis. If we actually look at the FACTS, these vaccines are not working. It is not the children who are not vaccinated causing the problem. In a free country, we are allowed to ask questions. Are so many vaccines necessary? And in a free country, we are allowed to speak about the facts that these vaccines often do great harm. And it is not rocket science to realize that along with the massive increase in vaccines containing neurotoxins & foreign substances being injected into our infants developing nervous systems / developing immune systems over the past 3 decades, the incidence of neurological disease and autoimmune disease & allergies in children has reached epidemic proportions never seen before.
As Louise states, Mandatory vaccination is a states’ rights issue and a limitation on human rights. Any action taken must be strictly necessary and the least restrictive and intrusive means available to achieve the goal and must be applied in a non-discriminatory manner. S2173/A3818 do not hold up to the test.

Please veto S2173/A3818. This law would be a crime against American citizens living in the state of New Jersey. Should this law pass, it would be as if you were physically holding down or sitting on my child, and is a literal physical assault on my child. Other than subjecting my child to this assault on his freedoms (personal and religious), there would be no other way my child would have access to activities/classes/athletics/events on school property; I am a taxpayer, so I’m pleading with you to hear my mother’s desperate plea for her child’s right to an education without governmental strings attached. This is strong-arming the public in the ugliest way: taking our children hostage.
This would be stealing liberty that was bought with the blood of our forefathers. We already have this liberty; there is an attempt to steal our freedom, and only you are the barrier to protect us. The Constitution of these United States of America protects our inalienable rights, including our religious and personal rights. Please use your veto to protect our children.
Also, if the argument is that only children were to be subject to mandatory vaccinations, then where would the madness stop indeed??
Please consider these quick points; perhaps these points have already been made:
What about all teachers, substitute teachers, teacher aides having mandatory vaccinations?
How about guidance counselors, school nurses, any therapists or child study team members, school board members, principals, asst principals, superintendents?
What about extracurricular coaches and activities directors who are either full time or even part-time employees, who are only on site after school?
What about cafeteria servers, food delivery people, lunch aides, before-care (morning), and after-care (afternoon) who most probably are third-party contracted employees?
What about landscape workers, repair crews, maintenance workers, building superintendents and janitorial/custodial staff?
What about parents whose children are students, who might be on site regularly as classroom parents, chaperones, or simply attending events, sports affairs, meetings with school personnel or open houses, or even visiting to see if their child might attend?
What about illegal immigrants/ undocumented persons who might not be fully vaccinated, but whose families are visiting the schools at will or by recommendation?
What about city workers: mayor, local representatives, policemen, emt workers, firemen, mailmen, package delivery personnel (ie: fedex, ups), city workers for snow clearance or other necessary work?
What about lawn maintenance/landscapers, pesticide applicators (outside or inside the school). Consider all of these folks might request to use school facilities like bathrooms or a first aid kit.
All of these people would be coming into contact with children and possibly causing a health situation. So where does the lunacy stop? Are we on a trajectory to mandate everyone the world over, who might step foot into our schools?
What about the children who travel for off-site services. Will those sites be vetted for full compliance as well?
So again, I implore you, where will the madness stop?

If you have a soul, please hear the truth.
Vaccines are failing. They were never as effective as the marketing claimed, nor as safe, nor as necessary.

My husband and I wanted to reach out to you because we met you not once but twice at the governor’s mansion. You bent down and really listened to our now 8 year old daughter and her desire to be the next governor. She still has this plan and we fully support her democratic journey. You were attentive then and so I ask for only one more moment of your time to share with you what she didn’t tell you.
Her father is a 20 year retired military veteran who was in the USAF for a 30 year career to serve and protect the rights of the citizens in our country but that was cut short after receiving a mandatory flu shot while serving. Instead, when she was only 9 months old her father went into full renal failure from the flu shot and almost passed. He never recovered and has remained in stage 3 renal failure with now a whole host of immune issues to include loss of vision. He was retired “disabled” and this year we were told he was being added to the transplant list. He is only 55 and now lives on immune suppressant medications to sustain his life.
She also did not share with you that her brother who was with us when we met you and your wife…began having seizures only 12 hours after receiving the DPT at 15 months old and again with mandatory shots at 3yrs old he was hospitalized. These were not febrile seizures but is now a life long disorder that has impacted his ability to speak, his development, and requires around the clock care at 25 years old. This seizure disorder requires 6 medications 3 times a day to save his life. She also did not tell you she struggles with medical concerns that if forced to follow the current schedule ad forward going to continue her education, it will send her body into overdrive. She is followed very close by many medical professionals and we make medical decisions with them knowing our family history, extensive research and discussion, and through our religious tenets of what we believe and hold to how God has created our bodies. Believing that our bodies are created as God intended and is made perfectly without to do its job as it is intended.
By stripping our rights through passing this bill, will be not only be violating our religious rights but our constitutional rights. This decision will impact so many and should not be rushed into as it was by the committee to bring this to your desk. For government to force New Jersey residents over fear versus fully informed and educated decisions violates our rights and is truly dangerous. We ask that you do not pass S2173 by not signing this bill. Thank you once again for your time.

Well, NJ, today will be a historic day one way or another for us. By dinner time, we will know how the NJ Senate and Assembly voted on S2173/A3818. A vote that will affect 40,000 NJ school children, including my own.
For the past twelve days, I have spent countless hours emailing and calling legislators. I have attended meetings after my kids went to bed. I even took my final personal day to go to Trenton on Thursday for the Senate Health Committee hearing. I have been consumed by grief and fear and outrage and lost precious time with my family during the Christmas season that I can never get back. I put myself and my family “out there”, disclosing medical decisions that we made for our kids that are none of anyone’s business. But I had no choice.
We did all these things, we fought, because this is too important of an issue to stay silent.
For those who were too scared to speak up for fear of being ostracized, we fought for you too.
For those who don’t do politics or never took the time to look into what is happening in NJ at the moment, we fought for you too.
For those who don’t do flu or HPV shots, who spread out vaccines for your kids, or use a delayed schedule, we fought for you too.
For those who don’t have kids yet and haven’t thought about what medical decisions you would make for your future children, we fought for you too.
For those who may currently be in favor of this bill and don’t really understand the devastating effects this will have on every single NJ citizen, we fought for you too.
Whether we win or lose today, I am so proud to have been a part of this movement. I know that I will be able to look my babies in the face tonight and tell them that their dad and I did all we could to protect their freedoms.

I strongly oppose bill s2173. First and most importantly as a parent it is my choice of how I care for my children not the governments. As stated in the Constitution, which America is based off of, we have the rights of religious freedom. Therefore, taking freedom of religion away is unconstitutional. We believe our children are pure and do not want to inject them with numerous toxins that can cause a list of damage and/or death. Our children are not and will not be medical experiments at the hands of the government. Read the vaccine inserts for a list of the toxins and effects they have and can cause. Herd immunity is not the answer nor is it effective. Everyone points fingers and use unvaccinated children as their scapegoats but the vaccinated children are the ones carrying live viruses in their bodies.
Also, it is a disgrace for the people to think they can stripe away the right of a proper education. Families will struggle on how to school their children while they hold a career. The list goes on about how this bill will create a downfall effect in which people will stand up for themselves and protect the fundementals of why we are Americans.

Dear Governor,
I’ll be succinct. I lived my first 26 years in NJ, have all my friends there (family has moved out of State). We left because NJ wasn’t putting citizens first economically. My husband has 2 Masters degrees and I am finishing mine.
We will not return.
My friends all have children and make great money. However, their dollar does not go near as far as mine does and they see it.
They all have degrees and feel perfectly capable of making decisions for their children.
If you take away religious exemptions for vaccines (or philosophical), it will be a very easy decision for the rest of NJ to continue the mass exodus to States who respect their citizenry.
There is no question that the safety of one’s child is paramount and will be prioritized.
I want to see NJ thrive, it will always have a place in my heart. However, this will sink it. I implore you to prioritize the people.

Dear Govornor Murphy,
If bills S2173 and A3818 come across your desk to be signed today I am asking you to please veto these bills as they are unconstitutional and are based off of false pretenses and bad science.
My family and I are suppose to be moving back up to NJ this January. We are under contract with a home in Sussex County. However, if this bill is passed my kids will be excluded from school since we have strong religious beliefs and currently use exemptions. If it passes we will not comply and may seek to get out of our contract which will upset a lot of people.
My oldest son is Gifted and talented and plays baseball. He would be completely crushed if he couldn’t play for the high school team because of our religious beliefs. My second son is a straight A student and received the Presidential award last year for academic excellence. He also plays for the marching band with his saxophone and qualified for Region Band. He would be devastated if he couldn’t continue to pursue his endeavors with his peers. My daughter is also gifted and talented and has received numerous academic and physical awards and plans to be a lawyer some day and open an animal shelter. If she was forced to be segregated from her peers and friends she would be shattered. My youngest son is so funny and melts the hearts of all his teachers and fiends, it would be a shame for him to miss out on an school environment that would be conducive to his success in life.
This is the Christmas season, the time of year where we celebrate being Christians. How on earth can you and your legislature even think about taking away religious freedoms considering the season.
I am urging you to reconsider the actions and decisions of your legislature and take the time to look in to this matter more deeply as you can see its a complicated and more detailed topic than you may have originally thought.

If this were truly about healthcare, we would mandate better food in schools, ban all GMO, non organic and pesticide sprayed foods. We would plant gardens at schools and teach the kids about nutrition and how to cook healthy foods! And most importantly, if this were about health, we’d stop force injecting neurotoxins, heavy metals and aborted human DNA into our children!
Dear Governor Murphy please protect our religious beliefs and rights for our children. My husband and I were both raised with religion and we have continued to do so with our children. This bill will affect us personally through our beliefs as well as many other families.
I am emailing from North Carolina and standing in solidarity with the fellow parents in New Jersey. The bill S2173 is an infringement upon the religious rights of everyone.
Our country, the United States of America is based on the principle of freedom and the right to practice free religion and speech. I am a Jain and a vegan and not harming any living creatures is the basis of my religion (Jainism). With that said, multiple vaccines contain animal parts like bovine serum, gelatin, pig parts, etc. The above statement can be verified via the information on FDA website. My religion, Jainism forbids me to ingest, inject or wear any products that is derived from animals or contains it.
Other countries follow what Unites States of America does because we set a prime example for them. Do we want to set an example for other countries where we strip away rights of the citizens to practice their religion? No one knows their child better than his or her parents. Only parents know what is best for their child. Government does not own my child. I am the parent and I will make the decision that is best for my child. Please hear the words of thousands of children and parents and VETO the bill S2173. Please don’t let it fall upon you to be the lone bearer of having 36000+ kids being kicked out of school. Please rethink this and VETO bill S2173.

I support Louise’s sentiments expressed in her letter. Unfortunately, this topic is usually fraught with high emotions that elicit hyperbolic and reactionary statements and are presented in the overly simplistic binary viewpoint of “anti-vaccine or pro-vaccine.” Like other complex social issues, the feelings of many individuals fall somewhere between these two extremes. As a parent of medically complex children, I am especially concerned with the recent move to restrict and limit medical exemptions. I believe it is possible to engage in a more considerate discussion that recognizes that the goal of upholding public health does not need to come at the expense of the individual’s health nor infringe on eliminating personally held religious convictions. Religious freedom has been one of the very pillars of the democratic ideals this country was founded upon. I do believe that vaccines can save lives, but like all medical interventions, vaccines also have the potential to result in serious bodily injury, including death. I believe we can come together to identify common ground and develop prudent policies that balance these factors.
This was such a comprehensive letter! I so often think what a shame it is that we prohibit our children from getting childhood illnesses when they are least at risk from serious complications and leave them vulnerable as adults who believe they are protected!!! SO much misinformation and misunderstandings surrounding vaccination. Today on the radio I heard a report that read, “The CDC *believes* that so and so many people have contracted…” I said out loud to myself, BELIEVES? THEY BELIEVE? They’re basing this all on BELIEFS? Not facts or knowledge? They should of all people have access to knowing the actual numbers! ANYWAY. THANK YOU for this thorough and well-written letter!

This states the issues behind mandatory vaccination both clearly and eloquently. Scientifically, there is proof that many vaccines cause harm and that many are ineffective. In the years since I grew up, children, those whose systems are the most vulnerable, have been subjected to ever more chemicals being put into small fragile bodies. I am not against all vaccines, my mother died of post polio syndrome, but I have a right to practice my faith and decide for myself and my children. Please don’t allow a bill that violates these rights to pass.

I agree with the freedom to make informed decisions about out health and our childrens health.
Vaccines are not Safe ENOUGH and not Effective ENOUGH – please consider that they are not tested like medicines and that we need 3rd party research to be done BEFORE making them mandatory. Vaccines contain ingredients pushed into infant muscles very early. Vaccine ingredients contain live viruses in many cases and contain both male and female DNA – which goes against most religions and beliefs. More testing is needed as there is harm being done in about 50% of those vaccinated. We are pleading with you to listen to these unpaid families. You must agree something is very wrong.

I have ten children.Four were vaccinated and Two have had reactions to vaccinations. I chose not to vaccinate 6 children all of which are the most healthy. I am an ICU nurse and am well aware of the pros and cons of vaccinating. It should always be the choice of the parent whether to vaccinate or not and it is clearly not the few that choose not to vaccinate that affect the general population.
I am sure you are well aware that vaccinations are only 50 percent effective. My child that was vaccinated acquired the mumps and it was a severe case. So it’s not the unvaccinated that cause outbreaks of disease entities.
Freedom to vaccinate must remain the choice of the people. After all isn’t freedom and rights what your parents and mine fought for and believed in?
Governor Murphy I am a Murphy as well. My Irish family would be too stubborn to give in to the pressure of the Pharmaceutical companies. I am sure you will choose the right thing.
